Portland has a well-developed senior living market with assisted living, a solid group of memory care communities, skilled nursing and independent living, plus many small adult foster homes that Oregon licenses for up to five residents and that offer a home-scale alternative at a lower price.
Southwest Portland and the Hillsdale area, the eastside neighbourhoods, and the suburbs of Beaverton, Lake Oswego, Milwaukie and Gresham hold most of the communities. Vancouver across the river has a big market of its own; Gresham, Beaverton, Milwaukie, McMinnville and Hillsboro each have a page on Seniors Places.
Wet winters and pleasant summers, with occasional heat waves that older buildings handle poorly, so ask about air conditioning. OHSU, Providence and Legacy Health anchor hospital care. Oregon has no sales tax but taxes income, and its Medicaid long-term care program is one of the broadest in the country for paying for care in assisted living and adult foster homes.
Ask whether a community is licensed as assisted living, residential care or an adult foster home, and what each allows for care. Oregon publishes complaint and survey histories; ask for them. For memory care, ask about the endorsement Oregon requires for dementia units.
